L'ISLANDA DICHIARA L'INDIPENDENZA DALLE BANCHE INTERNAZIONALI!


June 21, 2011 "Netright" -- – L'islanda è libera. E lo resterà fintanto che le persone vorranno restare autonome dal dominio straniero di presunti "maestri" in questo caso i banchieri internazionali.


Il 9 aprile, il popolo d'Islanda, incrollabilmente indipendente, ha sconfitto un referendum che avrebbe finanziato la Gran Bretagna e l'Olanda che avevano coperto i depositi degli investitori olandesi e inglesi che avevano perso fondi nella banca Icesave nel 2008.

Al tempo del fallimento della banca, l' Islanda si rifiutò di coprire le perdite. Ma nonostante questo la Gran Bretagna e l'Olanda avevano richiesto che l'Islanda le ripagasse per il prestito come condizione per essere ammesse nella EU.

In risposta, le genti d'Islanda hanno detto all'EU di andare a quel paese. Il voto fonale è stato del 58.9 percento contro il 39.7 percent. “I contribuenti non dovrebbero essere responsabili di pagare i debiti di una istituzione privata" ha detto Sigriur Andersen, il portavoce del gruppo di consuelnza che si è opposto al bailout (finanziamento a copertura).

In un simile referendum nel 2009 sullo stesso tema, sebbene in termini più severi, il 93,2 percento dell'elettorato si rifiutò di garantire i depositici di investitori stranieri che avevano fondi nella banca islandese.

(...) Quella opposizione al finanziamento-risarcimento portò alla decisione della Islanda di consentire alla banca di fallire nel 2008. I contribuenti non potevano permetterselo. Come fatto notare da Bloomberg News, al tempo in cui la crisi colpi nel 2008, “le banche avevano debiti pari a 10 volte il PIL della Islanda, di 12 miliardi di $.”

Erano banche private e non abbiamo pompato denaro in queste per tenerle in vita; lo stato non si è sobbarcato la responsabilità del fallimento deleel banche private” ha detto il Presidente Olafur Grimsson alla Bloomberg Television.

Il NO dei votanti è arrivato nonostante le minacce di isolare l'Islanda dalle sovvenzioni di istituzioni finanziarie internazionali . Il debito nazionale dell'Islanda è già stato svalutato dalle agenzie di rating del credito ed ora le stesse agenzie hanno promesso di rifarlo come punizione per aver sfidato la volontà dei banchieri internazionali.

Questo è solo l'ultimo pezzo del lungo sceneggiato, dal 2008, delleistituzioni globali che si rifiutano di assumersi le perdite nella crisi finanziaria. Minacce di una depressione economica globale e pretese di essere "troppo grandi per fallire" sono state pari ad un fucile piantato sulle teste dei governi rappresentativi in USA e EU. L'Islanda è di particolare interesse perchè non ha risarcito le sue banche come l'Irlanda ha fatto o come hanno fatto gli USA.

Infine tali garanzie non sono necessariamente per mantenere una piena occupazione o addirittura un incremento nella economia, sono invece semplicemente designate per consentire a queste istituzioni internazionali di aumentare i loro margini di profitto in tempi buoni e di evitare perdite catastrofiche in tempi cattivi.

La lezione qui è istruttiva e al contempo raggelante. Nel caso in cui gli USA (o similare sovranità in questione) tentassero di ristrutturare il loro debito o obbligassero gli investitori privati a dare un taglio ai loro stupidio giochi d'azzardo, queste istituzioni internazionali hanno promesso in risposta l'equivalente di una guerra economica.

Tuttavia l'alternativa per questi governi rappresentativi, è quella di sacrificare la loro indipendenza (l'avessero mai avuta??ndr) ad un quadro di banchieri sfacciati che non mostrano fedeltà a nessuna nazione.

E' il conflitto che ha già definito l'inizo del 21° sec. La questione è se i popoli liberi sceglieranno di restare tali, come ha fatto l'Islanda, o si sottometteranno. (che dubbio amletico... ndr)

On Friday, 30 international NGOs sent a letter to the board calling on them to "rescue this process and possibly the IMF’s legitimacy. The IMF board needs to start over, revamp the process and take a more professional approach that leads to a field of candidates committed to reforming the IMF and its approach to both rich countries and developing ones."

La soglia del tasso di usura è cambiata: favorisce le banche e non i cittadini.
Un regalo che il Ministero ha fatto a banche e finanziarie che adesso possono erogare prestiti a tassi di interessi più elevati di prima.
Fino all’entrata in vigore del "Decreto Sviluppo" del Governo Berlusconi, il tasso di soglia dell'usura, ossia il tasso di interesse su un prestito che si doveva rispettare altrimenti quel prestito sarebbe stato considerato usurario e quindi penalmente sanzionabile, si calcolava in modo semplice: tasso medio rilevato dalla Banca d’Italia, ogni trimestre, più il 50% dello stesso tasso medio (previsto dall’articolo 2 della legge n. 108/96, cosiddetta “legge antiusura”).
Adesso invece il "decreto sviluppo" (ma sviluppo per chi?) stabilisce che il calcolo sia fatto a favore delle banche: si aumenta il tasso medio del 25% e a questo si aggiunge una maggiorazione di 4 punti con la previsione che la differenza tra il limite e il tasso medio non può essere superiore a otto punti percentuali.

GUIDA PRATICA PER RICONOSCERE IL TASSO DI USURA.

Come prima cosa bisogna tener presente che tutti i T.E.G.M.(Tasso Effettivo Globale Medio), distinti per categorie, sono indicati in un'apposita "Tabella di rilevazione", aggiornata e pubblicata ogni trimestre sulla Gazzetta Ufficiale con decreto del Ministro del Tesoro ed esposta, per legge, in ogni sede o sportello aperto al pubblico di banche e intermediari finanziari non bancari.

ESEMPIO PRATICO.

categoria: mutuo a tasso fisso = 4,51%

I) calcolo della soglia del tasso usurario PRIMA del decreto sviluppo:

formula = (tasso medio + 50% del tasso medio stesso)
calcolo= 4,51% + 2,255% = 6,765 % (oltre era usura)

II) calcolo della soglia del tasso usuraio DOPO il decreto sviluppo:

formula = (tasso medio + 25% del tasso medio stesso + 4 punti percentuali)
calcolo = 4,51% + 1,1257% + 4% = 9,6357 %

Da questo esempio si evince che rispetto a prima una banca poteva erogarci un mutuo a tasso fisso non oltre il 6,76% imposto dalla legge; adesso, invece, la soglia di usura è stata aumentata fino ad arrivare ad imporci un tasso del 9,63%, ossia quasi 1,5volte in più (almeno in questo esempio di mutuo a tasso fisso) rispetto a prima dello smantellamento della legge antiusura del 1996.
Un altro bel regalo che il Ministro Tremonti ha fatto ai banchieri.

The majority of state and county officials in the United States are staring at serious budget problems from which there is really no escape without significant action. Rising health care costs, employee pension fund losses, and revenue shortfalls are affecting budgets at every level of government. Notably, all of these problems were caused, both directly and indirectly, by speculation in the financial and banking sectors on Wall Street. Cutting pensions, eliminating health benefits, and slashing budgets are a diversion from the source of the troubles.

Tightening our belts and straightforward budget cutting are helpful in the short term but ineffective as long term solutions. Real solutions to our financial dilemma require us to redirect the public’s investments away from speculative Wall Street banks and their too-big-too-fail counterparts.

To begin, state and municipalities should enjoy lower interest rates on their bonds through effective use of their own reserve funds. State banks and county banking institutions can manage their own revenues and savings in order to create wealth and localized public benefits.

The Bank of North Dakota demonstrates that state banking works. During the Great Depression, the US government sponsored the Reconstruction Finance Corporation (RFC). The RFC demonstrated that rescue, recovery, and economic development banking can be done profitably and to great effect.

The State Bank solution is a proven concept. Though it is decentralized in comparison to the RFC, it still is big enough to have a significant effect but with less concentration of financial power. County banks could be an innovative way to capture the same benefits of state banking while further decentralizing power and decision making.

The benefits of the county investing its own money are balanced by the risk involved in the enterprise. For that reason it should only operate on conservative banking models and proven precedents of state sponsored banks. Generally a county bank’s activity would be limited to participation loans with other banks and private investors. A County Bank does not provide 100% of a loan on any project and it would always take the first position in case of losses. The guidelines and principles of successfully running this type of financial institution exist but are not well known.

There is a credit crunch in the United States and private banks are not lending sufficiently. Expansion of credit through wise investment is the prerequisite for economic recovery. By County’s and State’s creating their own banks they would have the power to do what the large private banks should have been doing for the country all along. The benefits and program possibilities for a County Owned Bank are:

  • Financing county development projects with low interest loans which can save millions in interest charges. A county bank can help buy up and sell its own development bonds.
  • Improved ability to stretch county development dollars by seeking participation loans with the state, private investors, as well as federal loans, grants and matching funds.
  • Low interest disaster relief loans to cities, residents and businesses in the county who are affected by fire, flood, tornado, etc. The purpose of these loans is to stabilize the economy and protect revenues in a crises without spending or raising taxes.
  • Self-Liquidating” infrastructure investments for water, power, and transportation projects. These loans create assets and reliable revenue streams that can be dedicated to loan repayment. Thus the loans are structured and secured to pay for themselves. These kinds of projects create jobs, new wealth, local demand for supplies, and more consumer spending in the local economy. Additionally such projects could be used to lower the costs of water, power, and transportation in the region which is helpful in attracting and retaining businesses. All of these things indirectly increase revenues without the county making any changes to spending or taxation rates.
  • Investing in a new profitable approach to underfunded county systems of health care . Many counties could benefit form a new way to deal with the state and federal health care mandates which are contributing to deficits and increased health care costs at the county level. A solution to this problem can positively impact residents, businesses, and the county in many ways.
  • Financing and refinancing for loans owed by the various county departments. Lowering the interest rates of loans can save millions of dollars in interest payments each year.
  • Economic Recovery loans at low interest rates which are intended to reward existing and successful local businesses. Specific goals for these loans would be for a business to remain in the county, expand, or initiate new hires.
  • Participation loans for purchase of energy efficient appliances, solar panels, clean energy vehicles.
  • Some or all of the profits from a county bank are returned to the counties treasury each year. Both the Bank of North Dakota and the RFC regularly returned profits to their respective treasuries.
  • Low interest loans programs for cities to reduce some of their interest payments

We want residents and businesses to receive a long term benefit from the proposed bank. Therefore to make it a success, county officials should insist on these programs being carried out in a businesslike and non-political manner. To provide the lowest possible interest rates the bank must minimize losses and still have some profit margin in order to pay for its operational costs. Therefore these loan programs should be low risk. With that caution in mind, a county bank is feasible and could be a great asset to any county.
