Subject: Re: Rule of law and the Global
Collateral Accounts
Date: Mon, 30 Sep 2013 06:22:00 -0400
Thank you for taking my call. As I
mentioned during our conversation, I have been reinstated to the
Legal Department of the World Bank by Dr. Marek Belka, Chairman of
the Development Committee, and the Executive Directors of the World
Bank, but Allied Barton security guards will not permit me to enter
the building. These security guards are about to be replaced by
American Guard Services.
I requested the General Assembly to
request a legal opinion from the ICJ on the power of the Executive
Directors of the World Bank so that the rule of law would prevail. I
have also been in touch with the US Department of Defense, the 50
governors of the United States, the EU Parliament (whose legal
department contacted the World Bank on my behalf), and the UK
Parliament (my testimony was published by the UK Parliament three
times):

The effects of retaliation against
World Bank whistleblowers must be eliminated in order for the US
contribution to the World Bank’s capital increase to be disbursed.

The upcoming Annual Meeting of the
Bretton Woods institutions on October 9, 2013 will examine the legal
signatory authority over the Global Collateral Accounts so that the
projects prepared under supervision of the International Court of
Justice can be funded without delay. As Acting General Counsel of the
World Bank, I will assist with this matter so that the rule of law
will prevail.
Best,
