FT says CFTC to drop silver investigation

What a surprise: FT says CFTC to drop silver investigation

 Section:
But such an outcome would be completely consistent with a finding that the really big player in the silver market is not JPMorgan at all but the U.S. government acting through intermediary brokerage houses. After all, as he signed the legislation demonetizing silver in 1965, President Lyndon B. Johnson pledged that the U.S. government would rig the silver market if necessary to prevent the price from rising:
And the Gold Reserve Act of 1934, which created the U.S. Exchange Stabilization Fund, explicitly authorizes the U.S. treasury secretary to trade secretly in all markets on behalf of the U.S. government:
Four-Year Silver Probe Set to Be Dropped
By Jack Farchy and Gregory Meyer
Financial Times, London
Sunday, August 5, 2012
A four-year investigation into the possible manipulation of the the silver market looks increasingly likely to be dropped after US regulators failed to find enough evidence to support a legal case, according to three people familiar with the situation.
The Commodity Futures Trading Commission announced that it was investigating "complaints of misconduct in the silver market" in September 2008, following a barrage of allegations of manipulation from a group of precious metals investors.
In 2010, Bart Chilton, a CFTC commissioner, said that he believed there had been "fraudulent efforts" to "deviously control" the silver price.
But after taking advice from two external consultancies, the first of which found irregularities on certain trading dates that it believed deserved more analysis, CFTC staff do not have sufficient evidence to bring a case, according to the people familiar with the situation.
The agency's five commissioners have not yet formally determined the outcome of the investigation, leaving the possibility that staff could be instructed to dig deeper. A CFTC spokesman said: "The investigation has not reached its conclusion." He declined further comment.
Ending the probe would infuriate some US silver investors, who claim that a group of large investment banks -- in particular, JPMorgan -- has conspired to drive the price of silver lower.
"I'm sure it will be met with some concern from a certain group of aggressive silver speculators," said one person familiar with the investigation.
In a recent blog post, Ted Butler, a newsletter publisher and unofficial champion for the silver investors, accused the CFTC of being "negligent in failing to terminate the obvious manipulation ongoing in silver."
The CFTC has analysed over 100,000 documents and interviewed dozens of witnesses since it began investigating the market in 2008, it said last year. The people familiar with the situation said the evidence included records from JPMorgan.
The conclusion of the investigation will come as a relief to JPMorgan. Although no company or individual was named in the CFTC investigation, the Wall Street bank has suffered a torrent of allegations from silver investors on the blogosphere.
One campaign exhorted sympathetic readers to "crash JPMorgan" by buying silver -- based on the assumption, which JPMorgan has repeatedly denied, that the US bank has a large bet on lower silver prices.
In addition, a class-action lawsuit has been filed against JPMorgan. Lawyers for the bank have asked a judge to dismiss it, arguing that plaintiffs "fail to identify a single trade" showing manipulation.
Blythe Masters, head of commodities at JPMorgan, in an April interview with CNBC conceded that there had been "a tremendous amount of speculation, particularly in the blogosphere, about this topic," but maintained that the bank had no large bets on silver prices.
"We have no stake in whether prices rise or decline," she said. JPMorgan declined to comment on the CFTC investigation.
Previous CFTC silver inquiries in 2004 and 2008 found no evidence of wrongdoing.

How much credit is being created ?

Simon Thorpe
How much credit is being created by commercial banks?

How much "money" gets created every year by the commercial banking system?

Well, I've found a whole set of figures in the World Bank dataset which appears to put some hard numbers on this activity. You can download figures for "Net Domestic Credit (current Local Currency Units)" for 214 countries with data that goes back to 1960. There are some holes in the data, and some countries have no data at all.

Nevertheless, by converting all the values into US dollars (using the World Bank's own exchange figures - and adding the Euro/dollar exchange rates by hand), I have been able to add up all the numbers to get a figure for the total amount of credit (debt) in the world economy. The total at the end of 2011 stands at nearly $85 trillion.

Even more significantly, we can see how the numbers have changed from year to year. This is effectively a measure of how much the commercial banks have been pumping into the economy in the form of loans.

Here are the figures.

The number for 1960 (in blue) refers to the amount of credit at the time. For the other years, I show the change from one year to the next. The value for 2011 is an estimate, because not all countries had provided the numbers. As a consequence, I used the most recent numbers for countries which lack the 2011 figures (about 10% of the total).

For a few years, the number is negative and shown in red - (1984, 1990, 1996-8, 2001 and 2009). But most of the time, the numbers are very large and positive. In particular, the years from 2003 onwards (with the exception of 2009) showed a massive increase in the money supply, with $7.7 trillion in 2007, $8.8 trillion in 2008 and $7.4 trillion in 2010.

Now remember that this is all money that the commercial banks create out of thin air, and then lend to individuals, companies and governments. They then charge us interest. How much interest do they get? Well, we know the numbers for government debt - It's over $1 trillion a year. But I'm not sure anyone has numbers for the interest payments on consumer debt. Given that credit card companies are quite happy to charge 15-20% and more, and given that consumer debt runs into tens of trillions, we can assume that there are several trillion more that is being sucked out of the world economy by the banks.

Suppose we had a different system. A system in which the $7-8 trillion a year of new "money" was created not by commercial banks for their own profit and used to fuel housing bubbles and speculation, but rather by elected governments who spent the equivalent amount of money on projects that were directly in the public interest - building affordable housing, hospitals, schools, transport systems, paying for teachers, nurses, police and firefighters, etc etc. Would the world be a better place? You bet.

In fact, it is interesting to note that the total level of credit creation per year is remarkably similar to the total amount of tax revenue for all the countries in the World Bank Database. For example, in 2008 the amount of tax raised was $8.46 trillion - a number less than the total amount of credit creation. And that means that if the governments were doing the same amount of money creation as the commercial banks, we could scrap tax completely. Now, there's a thought!

If Jobs Are Meant To Be With Us, They'll Come Back

Fed: 'If Jobs Are Meant To Be With Us, They'll Come Back On Their Own'

THE ONION, AUGUST 3, 2012 | ISSUE 48•31

WASHINGTON—Following a two-day meeting to discuss the country's continually disappointing employment numbers, officials from the Federal Reserve announced Friday that if jobs are really meant to be with the American people, they’ll return of their own volition. "Listen, if it's meant to be, it’ll happen," said Fed chairman Ben Bernanke, adding that there’s no point in purchasing new mortgage-backed securities or keeping the federal funds rate near zero percent "if both parties don't want this to work." "We can't spend all our time and energy trying to force this. We have to let them do their own thing, and if they don't come back, then maybe we were just never meant to be together." Bernanke confirmed that, while he is realistic about the slim chance of jobs ever actually returning, Americans should "always leave the door open" in case things change in the future.

EU in crisis - the conference

EU in crisis - the conference

Some 300 people joined CEO and TNI for the two day conference at the start of May on the EU in Crisis: analysis, resistances and alternatives to corporate Europe. The conference triggered the launch of a new pan-European network to fight EU austerity; there was a joint statement from the conference; and links were built to support a range of different campaigns. Watch online footage from the conference, read feedback from participants and find out more about what went on.
A new pan-European network to fight against the EU's austerity policies and support a fairer, greener, more democratic Europe has been launched in Brussels, following two days of discussion and debate at CEO's joint conference with TNI on the EU in Crisis.
Read the statement supported by the conference here.
Activist and writer, Susan George emphasised the anti-democratic nature of the austerity agenda, which has been imposed without debate or electoral support. See Susan George's speech here.
Spanish activist and economist Miren Etxezarreta told the conference that although the situation in Spain was very bleak, she was optimistic, because she saw people taking the power into their own hands, and working together to create new ways of doing things at a local level. See an interview with Miren here.
There were calls to support the No campaign in the Irish Referendum on the Austerity Treaty - scheduled to take place on 31 May 2012.
A new campaign to challenge the push for the privatisation of water services was launched, including support for the campaign for a European Citizens' Initiative stating that Water and sanitation are human rights! Water is a public good, not a commodity. Find out more here.
And there were also calls to support the occupation of the European Central Bank on the 16-19 May and the global day of action on 12 May.
Walden Bello was hoping to speak at the conference on his perspective from the South, but was refused entry to Belgium. Read our statement on Walden Bello's denial to entry to Belgium.
