I just got off the phone with Governor Branstad's office on this.  The eight largest U.S. financial companies (JP Morgan, Wells Fargo, Bank of America, Citigroup, Goldman Sachs, U.S. Bancorp, Bank of New York Mellon and Morgan Stanley) are no longer above the law, as the Governors of the fifty states will be cooperating with the Board of Governors of the World Bank to ensure that Allied Barton no longer interferes in my reinstatement.

I believe this Titanic has narrowly missed the iceberg this time around.

Karen Hudes Thanks for the information about the counties and sorry to learn about the fraud that you have been subjected to. We need judicial reform after the court system has failed you so miserably. The governors have to act on behalf of their citizens and their counties. I will see if I can find a national association of counties and get them involved, too.
hi fellow whistleblower -- I am trying to make my elected officials aware that the banks in the US (the Too Big To Fail bunch) have eroded the confidence of the everyday person. Without a sound currency system, and fear in the market place, with financial fluctuations, unemployment rampant -- the future will be anarchy.
Presently, I am fighting Wells Fargo bank, my home has been broken into, I have been harassed, intimidated, threatened, my pets killed and the entire contents of my home stolen. I called the PA STATE Police and tried to file a breaking and entering and theft and the Trooper was just disinterested in enforcing the law. However, as soon as I got off my cell phone with my attorney he became very confrontational and threatened to arrest me . I know what you are doing is hard very hard -- but keep it up the TRUTH NEEDS TO GET OUT

       The above-referenced judgment was affirmed in error after I notified you on December 20, 2012 that the International Bank for Reconstruction and Development and I withdrew this case after it was settled by decision of the IBRD's Board of Executive Directors and Board of Governors.  The Board of Governors of the IBRD reaffirmed the August 20, 2009 decision of the Board of Executive Directors to reinstate me in order to bring the IBRD into compliance on the capital markets. http://kahudes.net/wp-content/uploads/2012/10/73.pdf

Federal Trade Com'n, 456 F.3d 178, 183 (C.A.D.C.2006).  The IBRD preempted the Court's decision when this appeal was withdrawn from Court prior to your issuance of the mandate.  Please correct the Court's records accordingly.
        It is unclear why the PACER system does not include the full court record, including IBRD's failed Motion for Summary Affirmance and my response in opposition.

          The National Governors Association and National Association of Attorneys General are also regulating IBRD's compliance under blue sky laws as well as compliance of IBRD's lawyers with professional rules of conduct.  I am copying the Dean of IBRD's Board of Executive Directors, the Chairman of IBRD's Development Committee, the International Organization of Supreme Audit Institutions, the National Governor's Association, the National Association of Attorneys General, Senate Legal Counsel, the House Committee on Foreign Affairs, the US Senate Select Committee on Intelligence, as well as the IBRD's member countries with whom I have been in regular contact on this matter, including their Parliaments.  I am also copying the FBI and the National Center on White Collar Crime, investigating violations of the Computer Fraud and Abuse Act, 18 U.S.C. ?1030 after my computer was attacked on December 1, 2011 in an illegal attempt to prevent the filing of my response in opposition to IBRD's motion for summary affirmance, due December 2, 2011. 
           Foreigners' attempts to influence the votes of US taxpayers in the last Presidential election were thwarted.  Taxpayers request transparency on these rule of law issues affecting credit ratings. change.org/petitions/tell-treasury-protect-whistleblowers-at-u-s-taxpayer-funded-international-banks.

       After the Board of Executive Directors and Board of Governors of the International Bank for Reconstruction and Development duly reinstated me as Acting General Counsel in order to bring the IBRD into compliance on global security markets and to qualify the IBRD for US contribution to the General Capital increase under Section 7082 of the Consolidated Appropriations Act of 2012 (Pub.L. 112-74), the refusal of AlliedBarton's employees to issue me a security badge constitutes a violation of the law.

I have informed the members of Congressional appropriations Committees authorized to approve
disbursement of the US contribution to the IBRD capital increase and the Governors of the 50 states
that the IBRD is out of compliance with securities laws.  I have also informed the Senate Select Committee
on Intelligence and law enforcement authorities of illegal interference with the functioning of the Board of
Executive Directors of the World Bank.


In order for the Board of Executive Directors to operate under its full mandate pursuant to the
Articles of Agreement of the World Bank, IBRD should inform the DC Circuit Court of Appeals
today that we have settled my case.  I am prepared to accept whatever the Board of Governors
and Board of Executive Directors offers me.  It would be fitting before Senator Lugar retires
from the US Senate to recognize the Senator's contribution to the rule of law in the United
States and abroad.

     Thank you for taking my call.  The story I want to tell is how Senator Lugar has been
heading the fight in Congress since 2005 against corruption at the World Bank.  
Senator Lugar wrote 3 letters to the World Bank in 2007 when I reported corruption at the
World Bank to the Senate Committee on Foreign Relations.  After the World 
Bank fired me, Senator Lugar called for a GAO investigation.

US Congress said 
that the World Bank would not get any money until they made whistleblowers whole,
but the Treasury Department did not tell Congress how the World Bank is still 
refusing to protect whistleblowers. National Taxpayers Union signed a petition, 
and is now doing a blog on me.  
I am attaching my comments to the Senate and House Appropriations Committees
today on Treasury's report: 
The 50 Governors, attorneys general, and state supreme court chief
justices are now looking into the corruption before this lowers the US' credit rating and 
starts a currency war.

     The Board was never informed of the World Bank's failed supervision on the Philippines Banking Sector
Reform Loan. I was fired in retaliation for trying to preserve the authority of the Board under the Articles of
Agreement. HRS has misinformed the US authorities about the terms of my illegal separation from the
World Bank.  The Board has never considered INT's or the Office of Ethics and Business Conduct's role
in perpetuating the cover-up to the Board of Executive Directors. EBC is now violating the Bank's whistleblower
policy by conducting a review of its own malfeasance. 

     The World Bank's conflict resolution system is unable to resolve these corporate governance issues
involving the mandate of the Board of Executive Directors.  Staff are too intimidated to report misconduct
after I was fired illegally.  I attach relevant documentation and would appreciate your assistance in bringing
these issues before COGAM for proper resolution.

letter to the Director of the Secret Service, containing the statement that I was reinstated, before I
sent it.  That documentation is in an exhibit to my motion to dismiss for lack of jurisdiction.
I spoke to the National Association of Counties; their Board will review my disclosures of corruption.  
Here is what I sent to the NACo's legislative director and to the National Association of County
Administrators.
