IRS looking to hire thousands of tax agents to enforce health care laws

Top IRS officials have been working with Democrats on Capitol Hill to determine how the agency will enforce President Obama’s new health care law. Republican lawmakers estimate the legislation will require the hiring of many thousands of new tax enforcement agents.

While it’s still not known exactly how many will be hired, here’s what’s clear: Under the new law, the IRS is required to fine taxpayers thousands of dollars if they do not purchase health insurance. In order for the government to enforce compliance, tax authorities will need information, for the first time, about people’s health care. Collecting that data will require more IRS personnel.

Consider what has happened in Massachusetts, which passed a similar health care bill in 2006. To enforce the individual mandate, the state’s Department of Revenue asks filers what kind of insurance they have, as well as details like whether their “sincerely held religious beliefs” are moving them to petition for an exemption from the requirement.

The form also asks workers whether their employer gives them “affordable” coverage, forcing some employees to decide between tattling on their workplace and submitting false information to tax agents.

Critics have slammed the new federal mandate for its harsh consequences (failing to buy health insurance could land you in jail) and have raised constitutional questions about its legality. And they point to the Obama administration’s recent efforts to ramp up IRS audits, especially of small businesses, as evidence that the mandate is likely to prove more onerous than previously thought.

The Obama administration’s plan to increase audits is in line with a long-term agency goal of ending the “tax gap,” bureaucratese for the amount of uncollected taxes each year. In 2001, the IRS estimated the gap at around $300 billion.

Critics call the agency’s estimates dubious and fear the tax agency will overreach in its efforts under Obama, who launched a tax task force last year in part with the goal of collecting more revenue.

A July 2009 report from the agency says the IRS is going to “increase audit coverage and better target returns for examination” including focusing on Schedule C audits that often target small businesses and the self-employed.

The document also says tax agents will share details with state enforcement agencies to increase enforcement efficiency.

To examine more Americans’ tax filings, Obama is proposing more money for the agency. His latest budget proposes “over $8 billion in the Internal Revenue Service’s enforcement and modernization programs” to support “significant new revenue-generating initiatives that will target critical areas of non-compliance.”

The administration’s plans are exacerbating concerns of some critics with the health care bill’s mandate, in part because it will require a veritable new army of enforcement agents.

A March 18 report from House Ways & Means Committee Republicans estimates the IRS will need to hire between 11,800 and 16,500 new agents to enforce the bill.

The report slams the bill’s “plans to grant massive new powers to the IRS, backed up by billions of dollars in additional taxpayer fund for the hiring of thousands of new IRS agents, examiners, and other personnel.”

Le animemorte italiane muoiono in anticipo pur di farsi comprare. Lo sentite il silenzio della Confindustria? Dei sindacati? Dei professori e dei rettori universitari? Degli artisti? Dei campioni sportivi? Degli esponenti della classe borghese come Mario Monti? Dei capi delle grandi aziende come Bernabé e Montezemolo? Delle istituzioni? Dove sono tutti? Morti, ma non ancora censiti.
Tutto è in vendita e quasi tutto è stato comprato. La responsabilità di questi struzzi della democrazia è enorme. Godono dei benefici del loro ruolo senza rispettarne i doveri. Le animemorte non hanno pentimenti. Hanno ceduto la loro coscienza in cambio di promozioni sociali, visibilità, sicurezza, potere. Imprenditore è diventato sinonimo di ladro come Tanzi, come Scaglia. Direttore di giornale, una parola oscena che equivale a verme. Chi non è ancora morto dentro non è in vendita, chi non è corrotto non può fare parte del Sistema che è diventato un immenso club con posti in prima, seconda e terza classe. L'importante è esserci, per avidità o per paura, e salire a bordo. Costi quel che costi, anche la propria dignità. Chi è fuori dal Sistema può vedere questo esercito di anime morte come l'Eden, e molti lo pensano, o come un sudario insopportabile. Più il Paese va allo sfascio, più sono le anime morte sul mercato e più il loro prezzo diminuisce. E' la legge della domanda e dell'offerta. Più sono i servi, meno costano.

We wanted to know what he had hidden in his drawers. Not his knickers, which have captivated America's peep-show media, but Massa's file drawers where he keeps his dirtier secrets.

Frankly, I don't give a rat's ass about Massa's creepy little peccadilloes. But I care an awful lot about creeps that quietly backed him.

Massa plays himself as a two-fisted Progressive Democrat, telling the President to jam his fake health care bill where the Rahm don't shine, and he gave the Iraq war his middle finger. I mean, the guy was on Rachel Maddow.

That's the television Massa. But what about the Congressman Massa? And why was he ducking us?

I specifically wanted to ask the New York Congressman about Paul Singer: "Swift Boat" Singer, the guy who funded the vile attacks on Presidential Candidate John Kerry. "Swift Boat" Singer — reportedly the biggest funder of the Republican Party in New York. Our information was that the demi-billionaire Singer was backing Massa.

Singer's nickname isn't really Swift Boat. It's "The Vulture."

Singer is a speculator, the predator-in-chief of the flock of financiers, collectively known as "vultures," who buy up the right to collect on old loans made to the world's poorest nations. Vultures use law suits, political muscle, and in some cases, bribery, to get nations like Congo and Liberia to pay these hedge funds up to 100 times what the vulture originally paid for the debt.

As you can imagine, vultures don't have lots of friends; and those they have they must purchase.

The vultures had been looking for some morally challenged congressperson to front a bill to help them crank billions from the budgets of Third World nations. The law that could make demi-billionaire Singer a billionaire is called, "The Judgment Evading Foreign States Accountability Act" (H.R. 2493).

In effect, the bill says that if Argentina (and other Third World nations) don't pay Mr. Singer and his vulture buddies the billions they demand, then the US government will act as Singer's enforcement arm, hanging out Argentina to dry, cutting off trade between our countries.

Now, as Mr. Singer became Mr. Checkbook to the Republican Party in New York, you'd assume that his make-me-richer bill would be sponsored by some right-wing GOP troglodyte. Wrong: the rent-boy, the chief sponsor of Singer's bill, was, to our amazement, the "liberal" Democrat Eric Massa.

Two sources tell us that Secretary of State Hillary Clinton was not amused at Massa's weirdo attack on the financial lifeblood of US allies, nor does the White House favor a law which would provoke seizures of US assets abroad.

Our information was that Massa, crazy-desperate for campaign cash, was now getting juice from Singer and other vultures. I wanted to ask the Republican-turned-Democrat about his funding and about how he ended up in a political tryst with vultures.

The normally television-hungry Congressman refused our every attempt to get him on camera. And Singer's PR flack told me his own boss would speak to me "never, ever."

But we do know the cover story. Massa's bill was promoted by a benign-sounding group called, "The American Task Force Argentina." The ATFA website says their goal is, "Pursuing a Fair Reconciliation of the Argentine Debt Default."

There are some very progressive folk on ATFA's payroll. Its masthead lists "Ambassador Nancy Soderberg." Nancy's not actually an ambassador, but she did hold that title a decade ago under Bill Clinton, and she even worked for Ted Kennedy. The other co-Chair is listed as "The Honorable Dr. Robert J. Shapiro." Shapiro's no longer an "Honorable," but, back in the day, he held that title under Clinton as Undersecretary of Commerce. Now he's a lobbyist.

These good liberals charge mucho bucks per hour for their influence. Who picked up the tab? Well, there was FH International and Montreux Capital, vulture funds that tormented West Africa's poorest nation, Liberia.

Those are the vulture funds that, when I came to question them in their New York offices last month, unbolted their name plaque from the building wall and locked their employees inside to hide from our camera crew. Also behind ATFA: Elliot Associates -- Paul Singer, proprietor.

I wanted to ask Bob Shapiro what he and these other good Democrats were doing with vulture feathers in their wallets. (The Honorable Bob leaped at the chance to appear on BBC TV ... until he was told that the reporter would be Greg Palast. Instantly, Dr. Shapiro became unavailable.)

I'm sure Shapiro would have told me that, unlike Republicans, you can't buy Democrats. True, but apparently, you can rent them.

So, that's the cover. A "liberal" group funded by a right-wing Republican fronting for those trying to shake down Argentina to pay on bogus "loans" that Singer and FH International bought for next to nothing,

If Bob Shapiro will front for predators for cash, that's his business. But if Massa took campaign loot in a quid pro quo for legislation, that's our business.

I don't know the answer. But Massa does. And he won't talk to me. Nor will he talk to the House Ethics Committee.

On March 5, Massa abruptly resigned from Congress - which put an immediate end to the Ethics investigation of his activities.

At first, he said he was quitting Congress because he has cancer. Then he said he resigned because a buck-naked Rahm Emanuel bullied him in the Congressional shower-room and then threatened him over his health care vote. (Foxhole wing-nut Glenn Beck fell for that canard.) Then Massa said he resigned because of an aide's accusation that the Congressman tickled the aide in an "inappropriate" manner. (The mainstream press swallowed that one whole.)

I don't believe any of it. (Senator David Vitter (R-LA), known as "Vitter The hitter," was caught getting diapered by the Washington Madame, and still remains in the Senate voting against what he calls Obama's "immoral" program.)

Would the real Eric Massa please step forward and tell us the real reason he's resigning? Eric, my door's open and my microphone's on.

I don't want to talk about your zipper. I do want to ask you about any connection between speculator money and your save-the-vultures bill.

Unfortunately, despite our many pleas, Mr. Massa, you won't speak to us on camera or off. Apparently the subject of your financier buddies is a little too ticklish.

Abstract

Governments through the ages have appropriated real resources through the monopoly of the ‘coinage’. In modern fiat money economies, the monopoly of the issue of legal tender is generally assigned to an agency of the state, the Central Bank, which may have varying degrees of operational and target independence from the government of the day.
In this paper I analyse four different but related concepts, each of which highlights some aspect of the way in which the state acquires command over real resources through its ability to issue fiat money. They are (1) seigniorage (the change in the monetary base), (2) Central Bank revenue (the interest bill saved by the authorities on the outstanding stock of base money liabilities), (3) the inflation tax (the reduction in the real value of the stock of base money due to inflation and (4) the operating profits of the central bank, or the taxes paid by the Central Bank to the Treasury.

To understand the relationship between these four concepts, an explicitly intertemporal approach is required, which focuses on the present discounted value of the current and future resource transfers between the private sector and the state. Furthermore, when the Central Bank is operationally independent, it is essential to decompose the familiar consolidated ‘government budget constraint’ and consolidated ‘government intertemporal budget constraint’ into the separate accounts and budget constraints of the Central Bank and the Treasury. Only by doing this can we appreciate the financial constraints on the Central Bank’s ability to pursue and achieve an inflation target, and the importance of cooperation and coordination between the Treasury and the Central Bank when faced with financial sector crises involving the need for long-term recapitalisation or when confronted with the need to mimic Milton Friedman’s helicopter drop of money in an economy faced with a liquidity trap.

Crazy EU's leaked document on spending cuts

Why the EU's leaked document on spending cuts has got me in a rage

Together with the Prime Minister of Greece, Mr. George Papandreou, I am going to give evidence to the EU’s Special Committee on the Financial Crisis in Brussels this Thursday, March 18th.

So today’s leaked report from the EU, arguing that Labour’s plans for cuts to public spending are not "ambitious enough", has got me really het up.

Labour, it appears, is just not ambitious enough about its goals for cutting investment and exacerbating unemployment. It does not have punitive enough targets for cutting benefits to the poor and services for the mentally ill and frail.

In the "imbecile idiom" (to quote Keynes) of today’s financial fashion, the EU, it seems, would prefer for unemployment to rise, for people to live in hovels, and for government "to shut out the sun and the stars" – so that we conform to an arbitrary number set in Frankfurt by a group of bankers, under a pact unwisely signed by an earlier British government.

The EU’s so-called Growth and Stability Pact has not led to stability in Greece, Portugal or Ireland and the East European economies. And it has not led to much growth in demand in Germany, an export-oriented economy that threatens to sink first Greece, then Spain, and then the European Project.

No, this pact is simply a banker’s pact; a revival of that barbaric relic, the Gold Standard – only modernised. Bankers frightened that public spending might ‘crowd out’ private investment. Pretty ironic at a time when private investment has collapsed by a massive 10% in the EU.

The economic ideas that underpin the Growth and Stability Pact are archaic, but pervade all of the economics profession, as well as the British establishment.

Keynes tried hard to rid the economics profession of these ideas but, sadly, failed. If we compare Keynes’ revolution in economics to Darwin’s breakthroughs on evolution (and they are comparable British geniuses) then what has happened to economics would be comparable to a return to pre-Darwinian ideas of evolution. Yes, the Growth and Stability Pact is as archaic as that.

Though it pains me to do so, let me explain the logic of this outdated economic theory. I summarise crudely:

"There are not enough savings in the bank. [Which is true, we have been spending and consuming, and not saving.] There can be no investment, no finance, no economic activity, no more employment, without savings. We must now retreat to a proverbial dark cave; suffer hunger and starvation; halt economic activity - until we have hoarded/accumulated enough savings. Only after an agonising process of economic bloodletting, when we have cut our ‘economic weight’ down to a minimal size, can we come out into the light, engage in economic activity, and once again revive the economy."

The profound flaw at the heart of this theory for economic bloodletting is this: it assumes that we need savings to generate economic activity. We don’t, and we never have. Not, that is, since the Bank of England invented Quantitative Easing in 1694.

“We can afford what we can create”, to quote Keynes again. We are all capable of economic activity – especially the 2.5 million people unemployed. All we need is a little something to get economic activity started.

And, hey presto, it’s to hand. It is something quite magical. It’s called credit, and it takes the form of bank money. Bank money is something that you and I deal with every day – but it’s intangible. We never touch it or see it (except perhaps on our bank statement at the end of the month.) But it is wonderfully powerful, which is why it must be rigorously regulated in the interests of society and industry.

It exists, or can be issued into existence (think QE) out of thin air. For, contrary to most orthodoxy, credit creates economic activity. Credit, believe it or not, creates savings. Credit creates deposits. And not the other way around.

Get your head around that if you can. Most economists can’t.

Of course, credit creation has to be regulated. If it is used for speculation and gambling (as has happened since de-regulation in 1971) then it is inflationary (as it was in the 70s, 80s and 90s). Just think of the massive inflation of assets (to which the bankers turned a blind eye) that helped the rich get richer over the 90s and noughties.)

And if more credit is created than there is potential for economic activity, it becomes inflationary again. But when there is a vast crater of economic inactivity, then credit creation will not be inflationary. In fact, it will halt a deflationary spiral.

It can be used as it has been under QE to finance the British government deficit. The BoE out of thin air, issued £200bn of ‘gilts’ (govt bonds) and other asset purchases in 2009. Private banks bought them – and by doing so, helped finance the government’s £177 billion deficit.

If QE is combined with government investment on public works (not bailing out banks) – economic activity will be stimulated. It boils down to: credit to generate economic activity + income (from that activity) to pay the debt.

This explains why government spending pays for itself; because government budgets are not like household budgets. Tell that to the Tories. When households spend, suppliers drain their bank accounts. They don’t get anything back.

When the government spends (e.g. on subsidies for insulating homes) new employees pay income tax; they have money to spend so pay VAT in the shops; and shopkeepers then pay tax on their profits. So when government invests in productive activity, income returns to government in the form of tax revenues. Add to this, savings from cuts in welfare benefits, and hey presto, government spending pays for itself.

Something that the economists at the BBC, the Tory Party and the EU still have not got their heads around.

Il teorico e storico della dottrina cattolica Don Ennio Innocenti, che tanti anni ha dedicato allo studio e all’insegnamento, ha scritto che il problema affrontato da Mussolini nell’ultimo decennio della vita "fu quello di far entrare il corporativismo nelle imprese per elevare il lavoratore da collaboratore dell’impresa a partecipe alla gestione e alla proprietà e quindi ai risultati economici della produzione". E aggiunge: "Durante la R.S.I. fu emanato un decreto che prevedeva la socializzazione delle imprese. E’ stato questo, sostanzialmente, il messaggio che Mussolini ha affidato al futuro. E’ un messaggio in perfetta armonia con la Dottrina Sociale Cattolica, che è e resterà sempre radicalmente avversa sia al capitalismo sia al social-capitalismo. In quest’ultimo messaggio mussoliniano di esaltazione del lavoro noi ravvediamo qualcosa di profetico".
L’idea di un “socialismo effettuabile” sorse in Mussolini già nel 1914, quando uscì dal Partito Socialista, organismo velleitario e ciarliero, e la sviluppò nell’immediato dopoguerra.

LEGGI D’AVANGUARDIA

In questo secondo dopoguerra è stato scritto e detto che l’idea mussoliniana della Socializzazione "fu un tardivo espediente per ingannare le masse lavoratrici". E’ una delle tante menzogne, fra le mille e mille, di un regime corrotto e inetto terrorizzato dal dover affrontare un serio confronto con lo Stato che lo aveva preceduto.
Tutta l’attività del Governo Mussolini fu un susseguirsi costante di decreti e leggi di chiara finalità sociale, all’avanguardia, non solo in Italia, ma nel mondo.
Quelle leggi, di cui i lavoratori italiani ancora oggi godono i privilegi, sono quelle volute da Mussolini nei suoi vent’anni di governo. Qualsiasi confronto con quanto fatto dai governi di quest’ultimo dopoguerra risulterebbe stridente.

Da tutto ciò si evince il motivo per il quale i governi che seguirono nel dopoguerra, per evitare un democratico confronto, sono stati costretti a creare una cortina di menzogne e contestualmente varare leggi antidemocratiche e liberticide, quali le “Leggi Scelba”, “Legge Reale”, e “Legge Mancino”.

I principi essenziali dell’ordinamento corporativo sono espressi e ordinati dalla “Carta del Lavoro” che vide la luce il 21 aprile 1927. La “Carta del Lavoro” portava il lavoratore fuori dal buio del medioevo sociale per immetterlo in un contesto di diritti dove i rapporti fra capitale e lavoro erano, per la prima volta nel mondo, previsti e codificati.

In un articolo di fondo apparso alcuni anni or sono su “Il Giornale d’Italia”, fra l’altro si leggeva: "La nascita dello Stato corporativo rappresentò il tentativo di superare i limiti del cosiddetto Stato liberale e l’incubo dello Stato sovietico. Il secondo conflitto mondiale infranse l’esperimento in una fase che era già cruciale a causa dell’isolamento internazionale provocato dalle sanzioni e dall’autarchia".

Il Diritto Corporativo tende a porre l’Uomo al centro della società postulando principi dei quali citiamo alcuni tra i più caratterizzanti:

1) ridimensionamento dello strapotere dei padroni attraverso la partecipazione dei lavoratori alla gestione dell’impresa;

2) partecipazione dei lavoratori agli utili dell’impresa;

3) partecipazione dei lavoratori alle scelte decisionali, onde evitare chiusure di aziende o licenziamenti improvvisi senza che ne siano informati per tempo i dipendenti, i quali sono interessati a trovare altre soluzioni atte a non perdere il posto di lavoro;

4) intervento dello Stato attraverso suoi funzionari, immessi nei Consigli di Amministrazione, allorquando le imprese assumono interesse nazionale, a maggior difesa dei lavoratori;

5) diritto alla proprietà in funzione sociale, cioè lotta alle concentrazioni immobiliari e diritto per ogni cittadino, in quanto lavoratore, alla proprietà della sua abitazione;

6) diritto alla iniziativa privata in quanto molla di ogni progresso sociale contro l’appiattimento collettivista e le concentrazioni capitaliste;

7) edificazione di una giustizia sociale che prelevi il di più del reddito ai ricchi e lo distribuisca fra le classi più povere attraverso la Previdenza Sociale, l’assistenza gratuita alla maternità e all’infanzia, le colonie marine e montane per bambini poveri, l’assistenza agli anziani, il dopolavoro per i lavoratori, i treni popolari, e via dicendo;

8) eliminazione dei conflitti sociali attraverso la creazione di un apposito Tribunale del Lavoro in base al principio che se un cittadino non può farsi giustizia da sé, altrettanto deve valere per i conflitti sociali; evitare scioperi e serrate che tanti danni provocano alle parti in causa ed alla collettività nazionale;

9) abolizione dei sindacati di classe, ormai ridotti a cinghie di trasmissione dei partiti che li controllano, e creazione dei sindacati di categoria economica con conseguente modifica del Parlamento in una Assemblea composta da membri eletti attraverso le singole Confederazioni di categoria dei datori di lavoro e dei lavoratori;

10) attuazione, particolarmente nel Mezzogiorno, della bonifica integrale che togliendo ai latifondisti le terre incolte, vengano rese produttive e quindi distribuite in proprietà gratuita ai contadini poveri.

Questi enunciati, che risalgono ai primi anni ’30, non sono che il logico sviluppo di quelli formulati nel 1919 e che ritroveremo espressi, ancor più lapidariamente, nel “Manifesto di Verona”.

LA SOCIALIZZAZIONE

Una logica successione che partì dal lontano 1914 e approdò alle “Leggi sulla Socializzazione” nella Repubblica Sociale Italiana.

Sin dalla seduta del Consiglio dei Ministri del 27 settembre 1943 (quindi a pochissimi giorni dalla sua liberazione), Mussolini fra l’altro dichiarava che "la Repubblica avrebbe avuto un pronunciatissimo contenuto sociale"; e il 29 settembre, ancor più esplicitamente "un carattere nettamente socialista, stabilendo una larga socializzazione delle aziende e l’autogoverno degli operai".

La Socializzazione si poneva come strumento per una più ampia trasformazione dello Stato così come era nel pensiero fascista: socializzare l’economia per socializzare lo Stato.

Questo disegno può risultare ancora più chiaro leggendo uno stralcio della Relazione che accompagnò il “Decreto Tarchi”, (Tarchi fu Ministro dell’Economia): "(…) la civiltà tende ad un nuovo ciclo nel quale l’uomo riassumerà il ruolo di protagonista della propria storia e del proprio destino in funzione della sua personalità estricantesi in attività concrete sociali, cioè nel lavoro. Sotto tale profilo l’affermazione programmatica che riconosce il lavoro come soggetto dell’economia (…)".
Ecco, allora, prendere forma la dottrina della società come era intravista da Saint Simon, da Owen, da Mazzini: concezioni vilipese dal bolscevismo, ma ben focalizzate dal “socialismo effettuabile” di Mussolini, riportate nel “Manifesto di Verona” e ufficializzate nella dichiarazione programmatica del 13 gennaio 1944 e nel decreto legislativo dell’11 febbraio seguente.

La Borsa di Milano, che era ben vitale nella Repubblica Sociale, il 13 gennaio, all’annuncio dei provvedimenti sulla Socializzazione, accusò il giorno dopo una caduta dell’indice generale: da 854 a 727 punti. Dopo un periodo di stasi, quando il 13 febbraio furono emanati i Decreti sulla Socializzazione, l’indice generale scese a 567 punti. Poi, però, ad iniziare da marzo, riprese a salire fino a toccare, il 6 giugno 1944, il ragguardevole livello di 1745 punti.

Certamente il Paese, che sopportava oltre quattro anni di guerra e diversi mesi di lotta intestina, ben difficilmente poteva attuare, in tempi rapidi, un così ambizioso progetto di trasformazione dello Stato. Progetto, però, che come disse Mussolini a Milano, "qualunque cosa accada, è destinato a germogliare".

Giustamente l’avvocato Manlio Sargenti ha osservato: "Purtroppo questo progetto non si è avverato. Gli italiani hanno dimenticato quella che costituiva la più originale, la più innovatrice proposta della loro storia recente. L’hanno dimenticata quelli stessi che si sono considerati gli epigoni dell’idea del Fascismo e della Repubblica Sociale".

Prima di concludere, è importante citare gli articoli che costituiscono la base della nostra lotta politica: articoli che, ovviamente, a tanta distanza dalla loro promulgazione possono essere ritoccati lì dove è necessario, ma il cui spirito dovrebbe rimanere inalterato.

Art. 9) Base della Repubblica Sociale Italiana e suo progetto primario è il lavoro, manuale, tecnico, intellettuale, in ogni sua manifestazione.

Art. 10) La proprietà privata, frutto del lavoro e del risparmio individuale, integrazione della personalità umana, è garantita dallo Stato. Essa però non deve diventare disintegratrice della personalità fisica e morale di altri uomini, attraverso lo sfruttamento del loro lavoro.

Art. 12) In ogni azienda (industriale, privata, parastatale, statale) le rappresentanze dei tecnici e degli operai coopereranno intimamente – attraverso una conoscenza diretta della gestione – all’equa ripartizione degli utili tra il fondo e la riserva, il frutto del capitale azionario e la partecipazione degli utili stessi da parte dei lavoratori (…)".

Gli articoli non menzionati sarebbero ugualmente meritevoli di essere ricordati, ma quelli sopra richiamati alla memoria da soli caratterizzano lo spirito del “Manifesto di Verona”.

L’attuazione della Legge sulla Socializzazione” trovò enormi difficoltà causate sia dagli industriali, per ovvi motivi; sia dai tedeschi, timorosi che la resistenza passiva da parte degli industriali danneggiasse la produzione bellica; e da parte dei comunisti, che ormai plagiavano i lavoratori, timorosi che la Socializzazione li scavalcasse a sinistra.

SE CI SEI BATTI UN COLPO

Questa situazione di stallo persistette sino a quando Concetto Pettinato, che Mussolini stesso aveva definito "la nostra più importante mente giornalistica", creò un caso clamoroso. Un suo articolo del 1944 pubblicato su “La Stampa” (di cui Pettinato era direttore), con il titolo: “Se ci sei batti un colpo”, diede una sferzata e costrinse a mettere in atto quelle leggi sulla Socializzazione che, come abbiamo visto, erano già approvate in sede legislativa, ma rimaste inoperanti.

Mussolini ruppe gli indugi e autorizzò l’entrata in vigore del Decreto del febbraio ’44 a partire dal giugno dello stesso anno.

A causa della drammatica crisi che attraversava il Paese, Mussolini ritenne opportuno attuare la Socializzazione per gradi, iniziando dalle imprese editoriali.
La situazione stava precipitando, ma nelle imprese socializzate si riscontrò un notevole incremento della produzione. A dicembre 1944 Nicola Bombacci programmò una serie di comizi e conferenze fra le imprese socializzate e, tra queste, visitò la Mondatori, traendone sorpresa ed emozione.

A seguito di ciò, inviò una lettera a Mussolini nella quale, fra l’altro, scrisse: "Ho parlato con gli operai che fanno parte del Consiglio di gestione, che ho trovato pieni di entusiasmo e compresi di questa loro missione, dato che gli utili, dopo questi primi mesi è di circa 3 milioni".

La guerra volgeva ormai alla fine e, come ha scritto Amicucci ne “I 600 giorni di Mussolini”: "Mussolini voleva che gli anglo-americani e i monarchici trovassero il nord d’Italia socializzato, avviato a mete sociali molto spinte; voleva che gli operai decidessero nei confronti dei nuovi occupanti e degli antifascisti, le conquiste sociali raggiunte con la R.S.I.". Proprio a questo scopo il 22 marzo 1945 il Consiglio dei Ministri decise che si procedesse entro il 21 aprile, alla Socializzazione delle imprese con almeno 100 dipendenti e un milione di capitale.

Ma il giorno precedente quella data gli eserciti invasori ruppero il fronte a Bologna e dilagarono nella pianura Padana.
Era la fine.

I comunisti che controllavano il CLNAI, come primo atto ufficiale, addirittura il 26 aprile, proprio mentre si continuava a sparare e mentre era iniziato “l’olocausto nero”, abolirono la “Legge sulla Socializzazione”. E questo per ripagare i grandi industriali che avevano finanziato la Resistenza. Fu il “capolavoro” di Mario Berlinguer, il padre di Enrico, il grande capitalista, super proprietario terriero.
Era iniziata la grande beffa ai danni dei lavoratori.

High finance is not at all like what most people imagine it to be

Having spent a 25-year career as a financial and business journalist, I was very surprised indeed when I finally began to understand how high finance really works. Most people (including me for most of my career) thinks of serious people in pin-striped suits checking to make sure each comma in a document meets compliance standards when they imagine finance. The fact is that such people are merely technical servants. At the very top of the financial world (at least in the West) you find oligarchs and gangsters. In other words if you do not have serious protection in the way of goons and spies and gangsters, you are not going to last very long before you are killed and your money is seized.

People at the BIS (Bank for International Settlements) constantly have to deal with high level thugs of the worst sort if they want to do any transaction. Their rule is “leave your goons and guns at the door and come in alone if you want to do business with us.”

So, if you really want to understand high finance, just look at who controls the biggest group of goons. In other words, the people who run the CIA, MI6, the KGB, the Pentagon etc. are the people in charge of finance. All that stuff about compliance and ethics is for the servants. At the top, it is the law of the jungle that rules.

Most businesses suffer from the issue of bad debts (accounts receivable that will most likely remain uncollectible and will be written off). These debts appear as an expense on the company's income statement, thus reducing net income and most companies make a bad debt allowance since it is unlikely that all of their debtors will pay them in full.


  • What if you came up with a way to ensure that all your debtors do pay their debts?


  • What if there were some creative ways in which you can ensure that you collect bad debts and save your money as well as the debtor?


More often than not a debtors does wish to pay back their debt but may lack the funds to do so. Chasing anyone through the legal system is both time-consuming and costly and there are no guarantees that you will get paid, especially if you are not the preferential creditor.


If the a creditor can come up with some alternate way to collect a debt then they will not just save themselves time and money but it will also help maintain the relationship between businesses. Some creative and new ways to collect bad debt are listed below:

  • Encourage them to work on a payment plan: If the business that owes you a debt cannot pay all at a time, work out a payment plan with them. Formulate an easy plan that depends on their ability to pay. Getting payment in small amounts eventually is better then waiting forever for a large sum to be paid back that might never be paid.


  • Help sell their products for them and take a portion of the sale price: As you already have an established business and reputation you can help your debtor to improve their business. Consider advertising their product or service to your customers. This way their sales will increase and you can fix a part of sales as a payment on the debt.


  • Take their products directly off them: You can also consider taking their products directly from them. For example, if your debtor is a furniture seller, collect their furniture in amount for your debt and sell, or barter, it to get what you need.


  • Get them to join a barter exchange: Encourage your debtor to join a barter or commerce network that will sell their product or service for them and give you barter credits. You can then use these barter credits to buy things YOU need – just like cash.

These methods can save you money and save the debtor. It saves you collection fees and time and saves the person who owes you money because it brings them new customers and helps support their business. Rather than try and “kill them” and maybe get nothing [because there may be other creditors] you can work with them to grow their business by encouraging new customers to go there. Always remember what the Roman playwright and philosopher said ‘He that does good to another does good also to himself.’

(An Open Letter to Republicans from Michael Moore)

To My Fellow Citizens, the Republicans:

Thanks to last night's vote, that child of yours who has had asthma since birth will now be covered after suffering for her first nine years as an American child with a pre-existing condition.

Thanks to last night's vote, that 23-year-old of yours who will be hit one day by a drunk driver and spend six months recovering in the hospital will now not go bankrupt because you will be able to keep him on your insurance policy.

Thanks to last night's vote, after your cancer returns for the third time -- racking up another $200,000 in costs to keep you alive -- your insurance company will have to commit a criminal act if they even think of dropping you from their rolls.

Yes, my Republican friends, even though you have opposed this health care bill, we've made sure it is going to cover you, too, in your time of need. I know you're upset right now. I know you probably think that if you did get wiped out by an illness, or thrown out of your home because of a medical bankruptcy, that you would somehow pull yourself up by your bootstraps and survive. I know that's a comforting story to tell yourself, and if John Wayne were still alive I'm sure he could make that into a movie for you.

But the reality is that these health insurance companies have only one mission: To take as much money from you as they can -- and then work like demons to deny you whatever coverage and help they can should you get sick.

So, when you find yourself suddenly broadsided by a life-threatening illness someday, perhaps you'll thank those pinko-socialist, Canadian-loving Democrats and independents for what they did Sunday evening.

If it's any consolation, the thieves who run the health insurance companies will still get to deny coverage to adults with pre-existing conditions for the next four years. They'll also get to cap an individual's annual health care reimbursements for the next four years. And if they break the pre-existing ban that was passed last night, they'll only be fined $100 a day! And, the best part? The law will require all citizens who aren't poor or old to write a check to a private insurance company. It's truly a banner day for these corporations.

So don't feel too bad. We're a long way from universal health care. Over 15 million Americans will still be uncovered -- and that means about 15,000 will still lose their lives each year because they won't be able to afford to see a doctor or get an operation. But another 30,000 will live. I hope that's ok with you.

If you don't mind, we're now going to get busy trying to improve upon this bill so that all Americans are covered and so the grubby health insurance companies will be put out of business -- because when it comes to helping the sick, no one should ever be allowed to ask the question, "How much money can we save by making this poor bastard suffer?"

Please, my Republican friends, if you can, take a quiet moment away from your AM radio and cable news network this morning and be happy for your country. We're doing better. And we're doing it for you, too.

Money is a ticket to buy

Money is a ticket to buy that people will work to get because of what it buys.

Instead of simple barter where Peter can change his essay on the mathematical relationships designed into the Acropolis to a man who wants it but only has a plum pudding to offer in exchange for it, can give Peter the plum pudding anyway so Peter to go to the great warehouse where people swap things they don't want for something they want more. This swapping place allows people who do not have a double coincidence of wants for a trade to mutual advantage, (Peter not wanting a plum pudding), in a simple barter situation so that the plum pudding can be exchanged at the warehouse for a good hunk of beef or a new reading chair which, let us say, Peter does want. Money, to me, is nothing more and nothing less a token system that improves upon the idea of the swapping warehouse for people on the less-satisfied side of an asymmetrical simple barter. With money the swapping warehouse becomes every store and Peter can now go looking for the best possible thing in London to please him with the tokens he received for his essay. In the end the value the tokens received will be the value of the most valuable thing he can exchange it for. This is really what the value of money is all about. That the tokens are gold is meaningless -- unless the warehouse system token fails -- in which the gold is no longer money at all, but simply portable and relatively scarce gold which as a reputation as the warehouse token of last resort -- although bullets and sacks of flour are also readily marketable but harder to carry and hide than gold -- which is not really so great an advantage with electronic detectors that can find gold because of its atomic density. etc.

And I agree with Peter that gold or no gold, a token system will work when it is run by public spirited people accountable to the people -- rather than mass-murdering pirates who are out to plunder those they deem inferior races and who have taught themselves to have no compassion for the evil they do to those inferior people.

For me the two questions are 1) How much token fiat money must be spent into circulation in the flow were the money leaks out in private savings and tax surpluses and 2) who gets to be first spenders. For me the answers are 1) keep adjusting to approach a (moving) optimum according to criteria of performance similar to those developed by Irving Fisher for his brand of monetarism and 2) have all new money appear debt-free in the hands of the nations households on a per capital basis -- so the housewife can be the first spender and not the government buying weapons to fight a war that the CEO's of the defense companies and the war-financiers caused by arranging a false-flag provocateur attack. Mine is the Kitson-Soddy-Douglas-Fisher system; the system we have now is the Rothschild-Rockefeller-Warburg-Morgan-Goldman- Sachs-Barbra Streisand Talmudist system.

All that would be needed would be a board of independent scholars with no ties to Wall Street -- because there will be no more Wall Street -- of honest men -- men like Ardeshir Mehta and Peter Sault who would have absolutely no gain, since the social credit dividend amount they devise would be going to everyone in equal amounts and their greatest possible gain to themselves as credit amount setters would be set the amount that effected the most good in terms of a varied and bountiful economic pie for all.

Of course there will still be entrepreneurs and the market system and engineers and laborers hired by the entrepreneurs to produce and to get paid and to profit -- but the profit will only and always come from satisfying the housewife with better products for less. The social credit does not replace working for a living or profit seeking, it replaces usury and debt-based money that merely a rigged gaming table for speculators seeking to rob the world blind. etc. (but you know all that, of course)

Let's just repudiate all existing debt, private and public, to international bankers and turn over all US corporation factories in China to China in payment of our debt to China etc. and get started. Putting the new system -- the American variation of Social Credit -- in place would be very easy and very painless.

People generally believe that barter is an old world concept. This, however, is simply not true. Barter as a monetary system has existed in our world since ancient times and holds as much significance and practicality in society today as it did thousands of years ago.

A fine example of barter is the Swiss WIR. So, what is WIR? The WIR bank is the oldest, still existing, formal, business to business barter network in the world and has been operating in Switzerland since 1934.

WIR is an abbreviation for Wirtschaftsring and represents the Swiss Economic Circle.

The Beginning.

Today WIR is the oldest and most successful economic network in the world. However, its beginning was a result of the economic difficulties and currency shortage after the World War I. The stock market crash of 1929 had left businesses seeking and devastated. In this era of chaos two businessmen, Werner Zimmermann and Paul Enz influenced by German libertarian economist, Silvio Gesell founded the WIR.

The Difficulties.

Like every enterprise the WIR had to go through its share of difficulties and problems. Inflation and the discount trade of barter currency were amongst the main problems that the WIR suffered. This almost destroyed the system, however, WIR survived because of the foresight and determination of a small group of people who were successful in bringing about two major changes:

  1. The “rehabilitation” of the system which included a total change of management and a 95% devaluation of its currency.

  1. The eradication of the Discount Trade by making it against the rules to buy or sell, for cash, the WIR Franc.

Those two changes resulted in a membership increase from 20,000 to 75,000 and enormous volume increases.

In Switzerland today one of every five businesses uses a barter system to increase commerce and profits.

And relevant to Latin America, Gerard Colby and Charlotte Dennett in Thy Will Be Done (1995) wrote that shortly after President Dwight Eisenhower was elected in November 1952, “Nazi scientists and Gestapo officers were being recruited by the U.S. Army Command in Germany for work against local communists; many of these men were then allowed to pass through the ‘rat pipeline’ with Vatican passports from Italy and Spain to Argentina…. At least a dozen of these Nazi fugitives remained CIA assets in countries like Bolivia and Chile.” In 1953, Allen Dulles was made CIA director under Eisenhower and was aware of the Nazis in Latin America. In March 1955, he briefed Nelson Rockefeller and other members of the National Security Council’s Operations Coordinating Board (OCB) on the CIA’s activities, including Operation Bloodstone.

One German, Rafael von Steinbeck, who “had escaped from Poland via the Vatican ‘rat line’ run by a Croatian priest, Father Dragonovic,” went from Argentina to Panama, and then to Peru in 1963. Colby and Dennett report that “using the alias Jose Marie Still Georges, he became well known as Peru’s premier smuggler of oro blanco, the ‘white gold’ (cocaine).” The cocaine was smuggled from Leticia (on the border of Peru, Brazil and Colombia) northward “to Bogota [Colombia], points north, and Miami by airplane.” This is one example of CIA knowledge about cocaine smuggling into the U.S.

By 1967, the Santa Cruz region in Bolivia east of the Andes had become the center of the cocaine trade. And according to Colby and Dennett, “One of the most powerful Germans in Bolivia at that time was a middle-aged merchant named Klaus Altmann. His real name was Klaus Barbie, the ‘Butcher of Lyons,’ who had escaped prosecution for mass murder in France through the assistance of the CIA, which used him as an ‘asset’ in the Cold War…. Barbie’s partner in ‘business’ affairs in Lima [Peru] was Friedrich Schwend, formerly Hitler’s official SS counterfeiter, and now the self-appointed minister of finance of Nazi funds smuggled out of Germany and used to finance the German exile network’s often illegal ventures, including drug running and cocaine trafficking.”

The Nazi Barbie was still active 35 years after WWII as in July 17, 1980, “Barbie’s team hunted down and slaughtered [Bolivian] government officials and labor leaders, while Argentine specialists flew in to demonstrate the latest torture techniques,” according to Georg Hodel in “Evita, the Swiss and the Nazis” (iF Magazine, January/February 1999,).

Any fulfillment of the Nazi philosophy within the Power Elite’s (PE’s) larger plan would include its spiritual component, which involves Aryan occultism symbolized by the swastika (elitist symbol of power – link here). Himmler was deeply into the occult, with occultic rituals performed at his castle. Also, at the end of WWII, 1000 Tibetan lamas’ corpses in Nazi uniforms were found in Berlin in 1945.

PE agents John Ruskin (Cecil Rhodes’ mentor) and Rudyard Kipling used swastikas, as did Rhodes’ confidante William Stead’s friend Annie Besant, co-editor of Lucifer with Madame Helena Petrovna Blavatsky. Hitler learned of the swastika from Madame Blavatsky’s The Secret Doctrine, which he kept by his bed. Besant was succeeded by Alice Bailey whose works were first published by Lucifer Publishing, which changed its name to Lucis Trust and later managed the UN Meditation Room for many years. Robert Muller was UN Assistant Secretary-General for decades, including the time Nazi Kurt Waldheim was Secretary-General (1972-1982), and Muller’s mentor was UN Secretary-General U Thant who was a Buddhist monk. According to Andrew Young in The Politician (2010), Sen. John Edwards’ mistress, New Ager Rielle Hunter, believes she was here to serve Edwards and that their baby is “some kind of golden child,” who is “the reincarnated spirit of a Buddhist monk” who’s “going to help save the world.”

Robert Muller’s schools around the world are based on the underlying philosophy of occultist Alice Bailey, who foretold that “The Plan,” imparted to her by “Ascended Masters,” included a one-world religion that would come into existence by 2025 A.D. This would complete the fulfillment of the secret Nazi plan within the PE’s control. That this was the objective all along can be seen in the following comment by Hitler (found in The Morning of the Magicians by Louis Pouwels and Jacques Bergier): “I had to encourage ‘national’ feelings for reasons of expediency; but I was already aware that the ‘nation’ idea could only have a temporary value. The day will come when even here in Germany what is known as ‘nationalism’ will practically have ceased to exist. What will take its place in the world will be a universal society of masters and overlords.”

At this point, you probably have several questions about the secret Nazi plan and apparent historical contradictions. For example, if the PE agent Allen Dulles facilitated the plan via “Operation Paperclip” and “rat lines,” including the escape of Klaus Barbie and about 5000 other Nazis to Latin America (e.g., Argentina, Chile, Nicaragua and El Salvador) where Right-Wing government “death squads” soon appeared thereafter, then why did the PE also facilitate the Communist Revolution of 1917 in Russia and have its agent Harry Hopkins in WWII pass on nuclear material to the Soviet Union? Why did PE agent H. Rowan Gaither (president of the Ford Foundation) tell Congressional investigator Norman Dodd about the “comfortable merger” planned for the U.S. and U.S.S.R.? And why did the PE facilitate Communist Fidel Castro’s rise to power?

The answer to this apparent contradiction can be found in PE agent Col. Edward M. House’s statement that if WWI had not come “in fierce and exaggerated form,” the League of Nations would not have been possible. Wars have been used by the PE to pressure nations through a dialectical process eventually to accept the World Socialist Government, which is the PE’s ultimate goal – thus the saying “perpetual war for perpetual peace.” This is why the PE would promote and fund both the Nazis and the Bolsheviks as well as Right-Wing Latin American dictators and their Communist revolutionary opponents. This is why Iran and its surrogates Hamas and Hezbollah are used to pressure Israel. And this is why Islamic jihadists have been used to threaten Russia, the U.S., and other nations.

Pressure via conflict will be applied until a weary world will accept World Government as the only way to stop the violence. Remember Lincoln Bloomfield’s report to Rhodes Scholar and Secretary of State Dean Rusk in the early 1960s that declared “if the Communist dynamic was greatly abated, the West would lose whatever incentive it has for world government.” And the world government will be Socialist just as the Nazis were Socialist, the Soviet Union was Socialist, the nations of the European Union are Socialist, and the U.S. and China are becoming Socialist from the opposite extremes of Capitalism and Communism.

So what should we look for in the near future concerning the PE’s plan? It has bothered me that a Nazi SS officer like Paul Dickopf would be allowed to become head of Interpol (and, no doubt, bring a lot of other Nazis with him). Therefore, Interpol is worth watching.

Its formation in 1923 was overseen by Raymond Fosdick, an agent of John D. Rockefeller, Jr. interested in eugenics and “social control.” Earlier in this series, I mentioned the connection between Nazis and Rockefeller’s Standard Oil Company in the 1930s. During this time, Allen Dulles was an attorney for Standard Oil as well as I.G. Farben of Nazi Germany. Regarding Interpol, Gerald Posner and John Ware in Mengele (1986) explained: “Its [Interpol’s] hierarchy also has an unhealthy history of close connections with National Socialism. In 1939, Reinhard Heydrich, chief of the Gestapo, was voted president of Interpol. In December 1941, Interpol moved its headquarters to the fashionable Berlin suburb of Wannsee, where it shared a villa with the Gestapo. Heydrich even made Interpol a division within the SD, the Security Police. When Heydrich was assassinated in June 1942, Himmler chose Heydrich’s successor at the Gestapo, Ernst Kaltenbrunner, to replace him as Interpol’s president” from 1943 to 1945.

At the end of WWII, Allen Dulles co-authored a booklet, The United Nations (1946), in which he wrote that “a long time will be needed before world government is politically feasible…. This time element might seemingly be shortened so far as American opinion is concerned by an active propaganda campaign in this country….” In 1946, Dulles also became president of the Council on Foreign Relations (CFR), and in 1950 David Rockefeller became the CFR’s vice-president. Rockefeller held that position for 20 years till 1970, when he became the CFR’s chairman for 15 years until 1985. Dulles died in 1969, and earlier in this series I suggested he was probably the one who approved the Nazi Dickopf becoming head of Interpol in 1968.

President after president in the U.S. did not grant Interpol immunities in this nation. However, on December 17, 2009, President Obama issued “Executive Order—Amending Executive Order 12425” (of June 16, 1983), thereby “designating Interpol as a public international organization entitled to enjoy certain privileges, exemptions, and immunities.” This was after The New York Times published an article by Doreen Carvajal on October 11, 2009, and datelined Paris that began as follows: “Interpol and the United Nations are poised to become partners in fighting crime by jointly grooming a global police force….”

Who pushed for immunities for Interpol? I’m guessing it’s the controversial Obama Attorney-General Eric Holder, who believes we have no Second Amendment rights as individuals (see ABC’s “This Week” for May 2, 1999) and who wants to read terrorists their “Miranda Rights.” Holder is a close friend of Ron Noble (head of Interpol) from when they were both Clintonistas. It was Noble as U.S. Treasury Department’s Undersecretary for Enforcement who investigated the failed February 28, 1993 BATF raid on the Branch Davidian compound in Waco, Texas. And it was then Deputy-Attorney-General Eric Holder to whom Sen. Danforth’s investigation of the FBI raid on the compound reported. After this, Clinton Attorney-General Janet Reno in 1998 nominated Noble to be Secretary-General of Interpol, and he occupied that position on July 2, 1999. He’s been there eleven years now, and with President Obama’s Executive Order of December 17, Interpol now has certain “immunities” in the U.S. Think about the possible consequences of this and how they could further the PE’s goals.

It is important for the reader to remember at this point that the Nazis were/are only a subpart of the larger PE plan. Therefore, it is important to remember that in Sumner Welles’ expose in The Time for Decision (1944), it was the German General Staff (GGS) which had already dispersed its agents to two successive countries to carry out its plan in perhaps two generations. Thus, it is useful here to explain what Welles determined.

He explained that whether the “ostensible ruler” is the Kaiser or Hitler, and whether the nation suffered defeat after defeat, “the German General Staff will continue making its plans for the future.” Welles related that the German people as a whole believed their “Army will survive to become the agency through which the master race will ultimately triumph.” He continued: “The German General Staff is already well-aware of Germany’s inevitable defeat…. It has, however, made detailed plans for a later renewal of its attempt to dominate the world. Measures have already been taken throughout the globe to facilitate the execution of these plans when the favorable moment arrives…. The General Staff itself is only one-half visible. Half the mechanism is secret and will so remain.”

Welles revealed the GGS “have perfected the theory of ‘indirect complicity’… [through which it] plans to complete its domination of the world. The theory of ‘indirect complicity’… will prove so incomprehensible to the Anglo-Saxon mind in its entirety that the idea will not be fully grasped.”

GGS agents via “indirect accomplices, preferably nationals of the country over whom a sure measure of control can be exercised,” would be able to possess key industries. The GGS would be able to carry out its plan initially because a majority of its agents “are being trained to appear as men of large commercial or financial interests, who will be able to dispose of considerable amounts of capital derived from the reserves which the German General Staff has already, during the past years, deposited under one guise or another in neutral countries…. Each agent will be able to cultivate a circle of indirect and unknowing accomplices, nationals of the country where he is stationed, who can determine opinion, control industrial production, and even influence the results of elections.”

At this point, you may be asking who executed the secret Nazi plan, the GGS and its agents or Himmler and his SS agents? In my opinion they worked together toward its fulfillment, and the process has now been going on for about two generations. Perhaps this is why, as I mentioned in Part 9 of this series, the British placed a 100-year ban on seeing documents about Himmler’s supposed “suicide” by cyanide. It doesn’t take 100 years for the leaders of WWII to pass away in case a ban is desired to protect reputations. However, it would take about 100 years if the goal is to keep people ignorant about the PE’s plan for a world government. Remember, H.G. Wells’ book The New World Order about the planned world government was published in 1939. As I’ve mentioned before, “the Phoenix” as the world currency is planned for 2018, and Alice Bailey in 1933 said the outer structure of the World Federation of Nations will be “taking rapid shape by 2025.”

Could the manipulation of public opinion, problems with industrial production, and election results today be the outcome of the secret Nazi plan? And that plan is a subpart of the PE’s plan for a World Socialist Government ruled by themselves, an elite whom they consider a “master race.” Remember that David Rockefeller once told Congressman William Dannemayer that “some men are born to rule, but most men are born to be ruled.” It’s like Robert Mitchum said in the 1981 movie Agency:

“Someone must use a guiding hand. I’ve been hired, financed,… the names don’t matter, though you might recognize some of them. Let’s just call them an elite of power, or maybe an influential elite who understand the value of manipulating public opinion…. The public wants to be led. It needs to be led. We have long term plans…. The concentration of power is healthy. It’s like vacuum cleaner that sucks up all the chaos and disorder and gets rid of it.”
